Tata Power will begin construction of its ₹6,600 crore, 10 GW solar wafer and ingot manufacturing plant in Odisha in October this year.
The greenfield facility will come up at Gopalpur in the state’s special economic zone. The company has already secured the land and is completing environmental clearances, water arrangements and other approvals.
Tata Power Managing Director and CEO Praveer Sinha said the company’s existing 4.3 GW cell and module plant is operating at full capacity. He added that the firm is not expanding that unit. Instead, it is setting up the wafer and ingot plant in Odisha. “We expect to start work by October,” he told reporters after the company’s first-quarter earnings.
The project will be built in two phases of 5 GW each. The first phase is targeted for commissioning in January 2028. The second phase will follow about six months later.
The plant will produce photovoltaic wafers and ingots, which are key upstream materials used to make solar cells and modules. India currently relies heavily on imports for these components. The facility will complete Tata Power’s backward integration in the solar manufacturing chain.
Sinha said the company chose Odisha over Andhra Pradesh after evaluating incentives and infrastructure support. Lower power costs and the ready availability of land at the Gopalpur site were important factors in the decision.
The project aligns with India’s push to build a domestic solar supply chain. It aims to reduce dependence on imported wafers and ingots while supporting the growth of cell and module manufacturing across the country.
Tata Power is one of India’s largest integrated power companies. It operates across generation, transmission, distribution and renewable energy. The company has steadily expanded its presence in solar manufacturing as part of the national effort to strengthen local production of clean energy equipment.
